SKJSS provides assistance to underprivileged, distressed, or vulnerable individuals or groups. The essential concerns of social welfare—poverty, infirmity, and disease, as well as the dependent young and elderly—are as old as civilization itself. Previously, the laws of survival severely limited the means by which these problems could be addressed; sharing another's burden meant weakening one's own position in the harsh struggle of everyday existence. However, as communities evolved with their patterns of interdependence among members, more systematic reactions to the conditions that made individuals, and hence society at large, vulnerable emerged.
